Answering your questions about changes to Canada’s international student program.
On January 22, 2024, Canada’s Minister of Immigration, Refugees and Citizenship (IRCC) announced significant changes to the country’s international student program. Since then, the student program plan has continued to be updated; this page will act as a resource to answer your most significant questions.
This is what we know today:
- The Canadian government has set an intake cap on international student permit applications through 2026.
- Student visa applications submitted on or after January 22, 2024, now require a provincial attestation letter (PAL) from the province or territory where the student will study.
- Effective September 2024, students studying at private career colleges will no longer be eligible for Post-Graduate Work Permits. This includes private colleges in partnership with public colleges. Mohawk College’s Mississauga campus, which is a partnership with triOS College, is impacted by this change.
- On September 18, 2024, the IRCC announced that effective November 1, 2024, international students must meet a field of study requirement to qualify for a work permit after graduation. NOTE: Students who applied for their study visa before November 1, 2024, are exempt from the field of study requirement and may continue to pursue studies in the program stated in their Letter of Acceptance.
- Students applying for a post graduate work permit on or after November 1, 2024, must submit proof of language ability with a minimum level of Canadian Language Benchmarks (CLB) 5 in English along with the PGWP application.
- On November 8, 2024, the Student Direct Stream (SDS) and Nigeria Student Express (NSE) initiatives ended. Eligible SDS and NSE applications received before November 8, 2024, will be processed under these streams. Study permit applications submitted on or after this time will be processed under the regular study permit stream.
- As of November 8, 2024, students must be enrolled in the designated learning institution (DLI) named on their study permit and can no longer change DLIs through their IRCC account. International students must apply for and be approved for a new study permit before changing learning institutions.
- The number of hours eligible international students may work off campus has changed from 20 to 24 hours per week while their classes are in session.
- As of December 10, 2024, and update to DLI transfer policy - Students with a valid study permit, who are commencing studies in the Winter 2025 semester, and who can prove that they have submitted their new study permit request to IRCC may commence studies in Winter 2025 pending approval (Note: this is for Winter 2025 semester only)
